      Actually not.
      First Soviet then H-bomb of that kind (today this kind is classified as fusion-boosted fission-bombs or H-boosted A-bombs) was 400kt RDS-6s two years before. But that was a bomb for scientists.
      This was an army-streamlined version of it. Easier to mass-produce, to store and to deploy. But the yield got reduced almost two-fold.
      The first true H-bomb was RDS-37 year later. While it used few parts from RDS-6s, it was cardinally different design.
      Basically scientists were split by two competing projects: this one (making RDS-6s army-ready) and finding ways to make true H bomb (after realizing RDS-6s to be a dead end).
      Would they not spend efforts and materiel at this bomb, the H bomb would be made earlier.
      However, it is not and army for the bomb but a bomb for the army. The priority was arming USSR with practical bombs, even if dead end for pure science, then to go pursuing ideal designs
