The concept of the song is about how society or basically adults ignore troubled teen or basically ignore the bad things happening to teens...Sexual relationships, drugs, etc and how they handled it
The bus basically is the world..the kids are in chaos doing whatever they want...the bus driver (society) saw everything but just ignores it and drive off like it's nothing.

I absolutely agree, when Melanie released k-12 I was still in Middle School riding the bus and on the day that she came out with k-12 I literally listened to the album on the bus and that was the first song and it was such a moment I swear.😊
