Elevator Phone Code and Testing Requirements

    The current elevator code requires that an elevator phone be installed in all passenger elevators. If your building is operating without a properly working elevator phone, you are significantly increasing the liability for the building owner, and you will not pass a state inspection resulting in fines, reinspection fees, and shutdowns.
    The first thing you will need to determine is whether your building meets current elevator communication standards. The Americans with Disabilities Act will apply to any elevator installed or substantially overhauled after 1991.
    Depending on the age of the elevator, your emergency phone may be located in a cabinet, mounted to an elevator cab wall, or integrated into the elevator car operating panel. The elevator telephone cannot be located higher than 48 inches from the floor.
    A corded style phone will not comply with the elevator code, and your elevator phone must provide hands-free operation. The instructions for the elevator phone must be provided adjacent to the telephone and include instructions in braille.
    Also, an emergency telephone must not require voice communications. That means that the elevator phone will have a "Call Connect Light" that will turn on to show that a connection to a telephone monitoring service has been established. This function is designed for people with hearing impairments and provides a visual indicator that the phone call has been received and help is on the way. In newer elevator systems, a monitor display located in the car operating panel may be used for visual communications.
    Your elevator phone cannot be programmed to dial 911. The elevator phone must also have a dedicated phone line connected to a 24-hour phone monitoring service. Your elevator monitoring service must also be able to identify your elevator location.
    When testing an elevator telephone, you will want to push the elevator phone call button and ask the operator to identify your location. The operator answering the call must be able to determine the exact location of the caller. If the operator cannot, identify the location of the elevator phone, you are not compliant with code.
