The only reason why the black primordial failed to rival Guy Crimson's current strength is because he thought that he was too strong, so he lost the reason to make himself stronger than he was. That changed, though, when he meets rimuru, and just within 2 years, being with him, he became strong enough to rival even that of guy crimson. And of course, this is also the reason why the other primordial called Noir weird. Because compared to other primordial that always seek strength, he is different he seeks entertainment rather than strength, so for him, it does not matter whether he is the strongest or not.

Okay just to clarify 2 points made in the video. Guy didn't just get stronger than Diablo due to him being superior, but rather due to Diablo not wanting to grow stronger, to keep his fights entertaining. The 2 primordials Guy has serving him aren't doing so because Guy defeated them so severly, but rather because they become subordinate to whomever destroys their core.
