My Carolina Skiff has the same gas cap for the 26 gal tank and it does the same thing. Was told by my dealer that it was an EPA thing just like the red 5 gal plastic gas cans to keep the gas fumes from escaping. It vents somehow through the hose/engine setup when the engine is running otherwise the engine would vapor lock and not be able to pull gas from the tank.
Good information. I have heard similar from a dealer but this is really very dangerous. This amount of fumes could catch a static spark and create a masive tank explosion or the fumes fall to the bottom of the boat and cause a flash fire like a redneck pouring gas on a brush pile and then lighting it a few minutes later..
Def not normal. Gota be a blocked vent tube. I have the same cap on my Carolina skiff and never did that

You need some type of vent isn't there a vent?
One dealer told me it's a newer EPA design.
