It's a plug for the bottom of the airbox. You can keep it installed or remove it for more air to come in. From what I read though it's better to leave it installed in warmer weather.

Yup I did mine with spacer and it fit on 2010 gmc sierra 1500

Thank you for reaching out, Unfortunately intake kit 75-5155 is not California CARB approved as this kit a new kit. We have submitted the kit to be approved by california CARB but we have not yet received an CARB EO number for 75-5155.
