615 thousand naira is a fair mark for gov't workers salary. For those discouraging the government on this says a lot about blacks and our dark inhumane approach to life

How do we increase minimum wage and living wages for non government workers and teeming jobless Nigerian youths?

The fact remains that the minimum wage should commensurate the high cost of living. The 'civil servants' are the only 'endangered species' , after all the traders or other business owners are at liberty to increase their rates anytime the cost of living rise, so they don't loose anything.
Increasing the minimum wage for only civil servants cannot cause inflation.

For those saying inflation would alarmingly increase because when marketers realize over 615k is sitting in banks, they should sit back and think 💬 of our politicians who have been looting our treasures for ages, how marketers have increased prices of goods even after realizing how much money they have sitting in their bank accounts.
