Although many instructors teach it, there is no requirement to apply the handbrake and neutral after the emergency stop, although you can if you want. In a real life situation there may be secondary emergency that entails moving the vehicle out the way promptly.
The clutch goes just down prior to stopping dead , not necessarily immediately after pressing the brake as this reduces engine braking effect and the objective is stop as quickly as possible. This however is a matter of technique and so isn't marked on the driving test.

That's a really good question Pc rashford and to be honest I have never had anyone fail for not doing an emergency stop correctly. Without actually seeing it I couldn't comment. But I am sorry to hear that anyway.

That's weird why was that? Did you do the first one really badly and he was giving you a second chance?

Could have been that you didn't check your blind spots when you drove away and he wanted to give you a 2nd chance or that you didn't stop fast enough or forgot something who knows or they were trying to catch you out.
