I work at the county office. Every time a client reports EBT theft, we will replace the benefits. We are losing lots of taxpayer money here. I don't know why it takes the state so long to do something.

For thise asking why 7 kids: the answer is more social benefits. For instance, in San Diego County, households of 3 people receive $766, whille households of 7 receive $1,532 monthly Calfresh and cash benefits according to the county's website. Now tally up local, state and federal social benefits and you realize it's a consierable increase. That being said, a household of 9 living off a single income and taxpayer money will always be poor.

I only use my ATM card at the actual bank AND I still check for skimmers. For regular purchases I either use credit card or cash where credit cards aren’t accepted. I NEVER use the private ATMs that you see in convenience stores or in the mall. I don’t know too much about EBT cards, but I’m assuming they work just like debit cards.

Foster families and some families who are willing to adopt several children at once are subsidized by food stamps etc.
Some People also wind up in different economic circumstances as well.
In any case , it's not in anyone's best interest to abandon our next generation. I was raised on welfare after my hard working mom got cancer. I'm a successful engineer who who started a business that probably paid more in taxes than all the foodstamps my entire family received, in my first year of business alone. This is not including what my employees paid. We Need children, we need well fed, well educated ones.
And if we don't do this, then they will certainly become a burden in our prisons. That is why I'm ok with paying the less than %2 of my federal taxes that go to foodstamps, that go mostly to feed children. That is why I support public education, WIC, daycare etc. Because the PRICE of not doing it, is much higher in the long run.

They need to investigate all the 7-eleven stores. My mom has had her card info stolen twice right after using it at their stores. She found large amount of fraud charges in less than 24 hours on both of those occasions. I notice this news showed their photo that looks a social media image. Probably mom makes money as a family vlogger social media influencers and does not report all the earnings to get EBT.

Joshua Norton disappeared after he’d convinced SFs leading investors to corner the rice market in post gold rush SF. They succeeded but only to have three ships full of rice sail into town.
When Norton reappeared, it was with a self made proclamation making him Empetor of the United States.

Solution in the meantime until getting switched to chip cards or even better adding digital version smartphone wallet: => utilizing 2 step verification through authentication app for one time access, then blocking any transaction until next try. Also, if anyone tries to use stolen info, and the actual user does not recognize attempt using the account, then can be blocked by just replying no, then filing fraud report by calling or through the app if available.
