For Cali idk y they don’t make it more clear but this is how it goes: CIF runs high school sports and they make different districts for playoffs across the state (for example southern section, San Diego section, etc.). You first start in playoffs against teams in your region (or district) and you can win a CIF regional title from that. Then the winners of the regions plus the next best teams (that didn’t win regionals) play in a tournament and that’s divided into two tournaments (so cal and nor cal). Then the winners of the SoCal and NorCal tournaments from the same divisions play for the state championships for D1, D2, D3, and so on. Hope this helps
