You can only map menu controls for devices that have no preset control scheme.
I actually found a way to change menu buttons... but it can be complicated.
In the F1 22\actionmaps you can find your the wheel presets as XML files.
Open the XML file in a text editor and find the file which matches your wheel, pick any one of the "ActionMap", i choose "Podium Racing Wheel F1"
and change:
Menu Trigger Left = di_button_60 for podium paddles
Menu Trigger Right = di_button_61 for podium paddles
Clutch = di_x_axis_rotation, biDirectionalLower
Handbrake = di_button_60
Save the file and start up F1 22, select the chosen Preset and customize a new personal preset.
Keep in mind that the XML might be overwritten in updates, but your personal preset will still work. - Hry
This is so stupid! I wanted to change some menu buttons... but no... i can't because they block it since they think there schema is the best.

@@HGSurya ah, ok, so laptop,.. I wonder how that will be on desktop.
I found another solutions that worked for me(I use moza with f123), i went inside f1 23/actionmaps and remove all moza file, then i open f123 and i can remap every button
