  • India's premier defence research body, Defence Research and Development Organisation (DRDO), is preparing for some drastic changes. In January a nine-member committee formed by the PMO gave a report on structural and functional changes DRDO needs to undertake.
    The idea was to make the organisation leaner, meaner and in sync with the modern-day requirements of the military. Defence scientists were opposed to some of the measures suggested by the committee led by K VijayRaghavan, former principal scientific advisor to the central government.
    But the PMO insisted that changes need to take place, after which DRDO formed an internal overseeing panel led by chairman Dr Samir Kamat. It also has two senior directors general as members. In this episode of 'Simply Nitin', StratNews Global Editor-in-Chief has more.

    DRDO should be Research Development and Design only.
    Indian firms like Kalyani, Bharat Forge, Tata, L&T etc... should be given mass orders by the Army, Air Force and Navy
    Time to build a serious military industrial complex.

    Great video, as usual great depth of knowledge was shared by Nitin Sir. Just one request if possible can you make a video on helping startups/msmes understand how to break in to the system at DRDO? Information around certifications, capability demonstration, training etc will help. I am sure there will be a lot of entrepreneurs that would love to be a part of the ecosystem.

    We should not be moving towards america like war industrial lobby. Private participation is ok but concentration, monopoly and lobbying should be avoided.

    Also important is to simplify and expedited stores procurement processn in side DRDO. As of now it takes more than 8 months to procure stores taking up almost 1/3 of PDC time.

    Hope these radical recommendations doesn't include IDIOTIC AND STUPID ONES LIKE
    1) STOPPING KAVERI ENGINE FUNDING
    2) REMOVING TAPAS PROGRAM FROM MOST PRIORITY LIST.
    ETC.

      Like for instance rhienmetal s new mounted gun system and US MGS?
      What are we doing match up?
      Also what are doing on 6th gen fighter? US has started work on 7th gen fighter!
      There are new technologies in the market for adaptive cycle engines and pre-cooled engines that have a minimum heat signature.

    Initial hesitancy from DRDO is understandable considering it's pioneering work while the Govts were not visionary or honest in their plan of action in making Bharat great again.
    Now the winds of change must be welcomed by it to keep its good work and resources reflected in many ways to make "Atmanirbhar Bharat" a reality.

    I agree with this change.
    All those powerful arm manufacturers in US and around the world don’t have lazy people like we have in DRDO. They focus on progress and new technologies, research and pass the developments to others to manufacture them.
    And we get the high tech stuff

    Great initiative on the part of DRDO. It high time that the Trainee scientific officers be given training in cutting edge technology by collaborating with top-notch institutes. It's also required to keep a tab on their progress there. It is also recommended that the institues should have a department for defence projects from where they can work remotely on live projects. This idea is taken from the way the ISS astronauts work remotely. The objective is to minimise the project execution time and to expedite the results. Hope the suggessions will be of some use.     If the plan is just for DERDO to outsource production... that's not enough.
    DRDO should exit as soon as a technology is mature enough for private industry to absorb it.

      If not the public, as a democracy (doubtful now), such reports should be made available to a parliamentary committee which involves MPs from different political parties.
      Otherwise, we'll see the rot being hidden until the BJP stays in power. And when they get voted out, the country's security will be in shambles.

    Look at the NATO - Russia war: speed of tech change is paramount. Whatever new structure, fast battle field experience adjustments have to be possible. Bureaucracy vs free hand = trust the front line staff.

    It's good that DRDO is revamping to cope up with upcoming defence industry needs but shouldn't financial powers of DRDO be needed to pump up..
    we know how much time MoD or PMO taken for approval of AMCA program that too when it was like big program watching by big industries.. i wonder what would happen with other small but incremental programs.. R&D is vey tough business but spending on that i really less from GoI shouldn't DRDO budget be increase so they get cushion of money to procure system instead of going steady progress timeline to not screw 'systems'

    Is there any information on increasing research budgets and implementation of outcome based rather than requirements based development? If we are relying on GSQRs then development will always be -1 generation. DRDO needs to lead QSR not the other way round .

      Rather than improving, it will lead to more licensed production. With an abysmal investment in R&D of 0.6% GDP there is no capability of research outside of a handful of institutions like DRDO, ISRO, some CSIR labs etc. in India.

      PSUs have "socialist" unions, who can go to extent of sabotaging nation.. we had seen with HAL when China implant Raul Vinci went there, and modi has revamped HAL and allied ecosystem.. absolutely lol salaam controlled ordinance factories Modi has revamped.     Iran employs less than 100 defense scientists and technicians with a paltry budget and lots of sanctions it has the ability to produce and reverse engineer the defense equipment. Iran's designers are practical they build economical and scalable products. They have alternatives of very advanced technologies in the form of cheap and efficient technologies ....

    Nothing would happen till the army procurement teams are not put right.

    The urgency and need for major surgery in our defence development and production has still not sunk in as it seems that the babus have convinced the polilticians that the answer is new committees manned by the same people. A resentful and angry DRDO and Ministry of Defence who tried to scuttle the changes being given the responsibility to restructure themselves is strange at best and foolhardy at worst, betraying a half-heartedness on the part of the PMO. Finally, what is this obsession with medium and small industries as opposed to the biggest and most capable industrial companies in India? Is is because these MSMEs are easier to control by the Defence Ministry/DRDO? Unless this changes, nothing will come of this shuffling of the same old pieces around the table.

    Bangladesh Prime Minister Sheikh Hasina disclosed this when she told leaders of the 14-party alliance that a plot is on to carve out “a Christian state like East Timor,” taking parts from Bangladesh and Myanmar. She refrained from mentioning the name of India.

    I still don’t understand. The same employees who have made DRDO so incompetent and ineffective are still there. So is this just old wine in a new bottle?
    How do you deal with such employees. Processes can only do so much..

      you can free up hierarchical pyramid and bureaucracy which was a major contributor to timelines being delayed. also staff restructuring including taking on new personnel and letting go of non relevant people falls within the restructuring schedule.
