While it's certainly more rare - I feel like your opinion on Florentine is overly harsh.
If you're running flo and trying to fight in a line, you're not playing to your strengths. Flo offers more rapid offense than any other load out. Your goal as flo is to watch the field and find places where your aggressive offense will be decisive, while keeping the shield line between you and the archers.
Because of it's high offensive capacity, Florentine works really well as a mid-line interceptor / gap breaker. There are few things as delightful as breaking through a gap and playing xylophone on an enemy line's backs. You can even add a shoulder buckler or back shield to give you some defense from archers.
With proper defensive work and good aggression Flo can work well in a 1v1 against line support weapons like Spears and Reds, as they typically have no counter once you've stepped through their range advantage (which you can typically bait) but Sword and Board (the most common load-out by far) will typically eat you for lunch if you let them get you 1v1.

I also disagree 100% that sword and board is more footwork intensive. Your footwork is your defence when you flo fight.
Your job as a flo fighter is to harass, take aggro from as many as you can and pick off the 2 handers/bow users imo while the rest of your team takes advantage of your distraction.
You die first and are archerbait for sure. Motion is life as a flo fighter.

The oddest style I’ve seen was dual flail with small round punch about 10-12” with the shield side flail down stick was semi effective but I adapted quickly

I always recommend sword and board for all new players. Even if you end up with another style knowing SnB will be useful.

I really like two weapon fighting and I think in lines ya it's worse than a shield but I belive it's really good at being a pest or taking out linging reds or even shield users not in a line but mainly Florentine is many for like team fights or one on one's I guess my gripe is how bad it feels you dog two weapon fighting.
