A 1v1 map that's colonial based would be interesting. It would cool to see several theaters of war as well as naval battles in the open seas.

pure navy only - No.
But navy is extremely important especially in the levant scenerio.
Other than being able to blockade ur enemies, increasing devestation andremoving prosperity, You can also protect enemie's trade node with the flagship modifier +1trade power per ship.
This makes u be able to get like 60% of enemy trade node, hence reducing his income and loan cap.
Less go Norway!!

Why is the navy important?
Trade and naval invasions that distract your army as the most fort level they can have is 3 so 9k naval invasion is enough to siege a capital with marines as well they could do an encirclement like as if its HOI4
You can blockade their ports and reduce their income, which in turn, reduces their loan cap.
If you have naval domination your enemy economy is gonna go waaaay down

U can also do a meme and get the trade power per ship +1 modifier in flagship and u can just steal 60% of enemy trade power protecting trade, even with galleys
