  • 3GS UK Limited is a private company contracted by Manchester City Council, paid for with public money. They have a vested interest in the public dropping litter. 3GS have been surrounded in controversy, with some of their worst stunts including the issuing of a Fixed Penalty Notice for feeding pastry flakes to pigeons.

    In this video, the female victim dropped a cigarette butt on the floor of Market Street, Manchester, less than two weeks before Christmas Day. Two 3GS officers pounced on her at lightning speed, and then pulled her away from the alleged littering location. They then proceed to accuse her of Littering With Intent, and attempt to issue an illegal FPN.
    Having previously been sacked from Leeds, Mancunians in ever increasing numbers are joining the fight against the corporate bullies, who aim to pick on slightly distracted vulnerable victims. They don't care about your personal worries, or financial hardship. Especially at Christmas. They want their bonus.
    Email your Labour councillor, MP and Mayor, express your anger at private bullies staring at people eating, waiting for a chip to fall on the floor.

      The problem with many people they have heard the information on littering but they have it programmed into their minds that by doing so they are helping to employ a person to litter pick , I know it seems daft but I asked the question to someone doing it and that’s the answer I got , I guess these types struggle to change their ways and attitudes but fines are not the way the real punishment would be make them pick litter all day for a week especially in places we find unacceptable like beaches fishing ponds and parks shopping centres I bet they would alter there ways if they did it on a lower salary too

    Good job. You hit the nail on the head. I accidentally dropped a small piece of chewing gum which fell under a tree covered in dog poo, so I left it there.I was taking it to a bin in my hand.
    I was caught, I said sorry and I’d pick it up. They wouldn’t let. You are absolutely right they didn’t care about it. 3 more officers came and surrounded me with court threats and criminal records.
    I was frightened and shaken as I’d just come from hospital for cancer checks.
    I wrote to the Waltham Forest council who ignored me. This was a private company as you mentioned and their only goal is to make money. The fine was £150. I am 71 and it left me terrified and anxious. Their website was extremely aggressive and frightening.
    I am a very litter conscious person who picks up other peoples rubbish, now I won’t.

    I visited Germany 20 years ago and the very first thing which astounded me was the cleanliness of the towns in the area I was living.
    The residents clearly value their surroundings and take great pride in where they live.
    It's a pity so many UK residents treat their own country like a land-fill site.

      Fixed penalty notices (FPNs) are tickets that are given to offenders “on the spot”. Authorised officers issuing a FPN can request the name and the address of the person who has dropped litter. If that person fails to provide these details, or provides false of inaccurate details, then it is an offence and can result in a maximum fine of £1,000. Offenders have 14 days to pay if given a FPN.

    I had dealings with these idiots in Bournemouth, they entered the retail premises I work at following a lady to issue a penalty, they refused to provide ID and details so I kicked them out as it was private property. Later I caught them hiding in shop doorways trying to catch unsuspecting people...I rang the council who passed me their liason number, their supervisor assured me their behaviour was not in keeping with their instructions

    I remember the days when councils used council tax to employee people walking around sweeping and picking up litter from the town centres.
    Now they use these over paid company's, why not just employe people again instead of paying God knows how much to these vile company's are charging, surley it would be cheaper and more public friendly.

    Subbed! Well Done mate, You spot on regarding "Environmental Protection", it's all about money really. Be much easier if they approached and said "Pick that up" and then on refusal, push a fine, but don't stalk people for the 2 minutes saying nothing and then pounce on them.

    I love these 3gs guys, I like to deliberately litter in front of them just for the confrontation and do the same as you tell them they have no power of authority like the police and then simply pick up what I dropped. It's all good because they end up stuttering and lose control of the situation and end up doing stupid things like pretending to be on the phone 😂😂

    I've seen a number of UK vids and you all seem to have several "agencies" that aren't actually police officers, but have the appearance of them. It all seems very confusing.

    You have a right to remain silent, so you do not have to ID to private contractor. Without your ID they cannot issue a fine,
    Rice v. Connolly (1966) is an English legal precedent holding that there is no strict, general legal duty to assist a police officer prior to any possible arrest or caution, with even basic police enquiries nor to accompany the officer to a requested location.
    This rightn has been confirmed and even the police cannot over turn it:
    Neale v DPP (2021)
    Keith Neale’s conviction for obstructing a police officer was quashed by the High Court, sitting at Cardiff. In an important judgment on the right to silence, the legal duties of citizens and the operation of Corona virus Regulations, Mrs Justice Steyn and Lord Justice Dingemans held that justices at Newport Magistrates’ Court had erred in distinguishing Mr Neale’s case from Rice v Connolly and in finding him guilty of wilfully obstructing a police constable by declining to give his name and address to a police officer.
    Quashing Mr Neale’s conviction, the High Court stated that:
    the Appellant was under no common law obligation to give the police his name and address;
    the right to silence is not reserved only for the innocent and those beyond suspicion (in Mr Neale’s case he was, in fact, acquitted of the offence he had been accused of);

      I think you will find that normal thinking people are hardwired to use a bin. And good luck finding one of those. Its amazing that you get a cluster of 4 bins, and then nothing down an entire high street. And then another 4 at the other end. On holiday in a coastal town recently there were no bins to be found anywhere. None. When we asked why, we were told to take our litter home with us when our holiday finished. If we bought take away food there, every seller has to take the food wrapping back. No bins outside. Its a new trend. They blame seagulls, but save a pretty penny and push it onto the retailers.

    NEVER EVER EVER give your details to anyone -
    COMMON LAW (Law of the land) - upheld by a police constable.
    No one is above common law, and those in breach of common law will be tried in a common law court before a jury of their peers.
    There must be a victim in common law and they do not need your name, as the victim and/or witnesses will point you out as being the perpetrator.
    Common law -
    1 - You cannot hurt anyone
    2 - You cannot steal anyone's property
    3 - You cannot damage anyone's property
    4 - You cannot defraud anyone
    5 - You cannot commit breach of the peace towards anyone
    6 - You cannot commit treason (or sedition), towards the crown.
    And that's common law ☝️, that's it and NOTHING ELSE.
    ACTS AND STATUTES OF PARLIAMENT (Commercial law, contract law, law of the sea, admiralty law) - upheld by a police officer.
    Only applies to certain groups (Road Traffic Act applies to drivers of vehicles etc) and needs your consent to enforce it, of which they will try to get using legalease ("Do you understand" - meaning do you 'under stand' ((stand under)) my authority).
    They need your name to issue fines and court dates,
    (as "Mr Hate crime" can't point you out in court - and no court usher ever shouts out "Occupier to court one"),
    You are the only one who can give or confirm your name, so NEVER give it.
    Your answer to every question should be -
    "I retain my common law right to remain silent"
    Your answer to every request should be -
    "I don't want to do anything you tell me to do, but I will do because I feel threatened by you" (They always "ask you" to do something rather than 'tell you' because then you've accepting their authority), and it's VERY important that people don't fall for the "Do you want to" etc etc, because this is where they will trap you.
    Q - "What's your name?"
    A - "I retain my common law right to remain silent"
    Q - "What's your address?"
    A - "I retain my common law right to remain silent"
    Q - "If you don't tell me you'll be arrested"
    A - "I retain my common law right to remain silent"
    Q - "Well I'm arresting you blah blah blah, 'do you understand'?"
    A - "No I do not stand under your authority"
    Q - "Ok well do you want to come this way"
    A - "I don't want to do anything you tell me to do, but I will do because I feel threatened by you"
    And before anyone points out that they can get your name from a driving license or passport etc, those are fraudulent documents created from a birth certificate that clearly states across the bottom -
    "A certificate is not evidence of identity".
    Let's not forget that the first thing a police constable says to you when he/she arrests you is -
    "You do not have to say anything",
    Because, believe it or not -
    YOU DON'T.
    You do NOT have to speak to a police constable.
    You do NOT have to speak to the desk sergeant at the police station.
    You do NOT have to have a police interview.
    You do NOT have to attend court.
    Exercise your God given inalienable common law rights, they're yours and cannot be taken away by anyone, especially by some police officer using his/her uniform to commit treason and fraud by acting as a government bailiff.
    These police constables swear an oath before God to serve the Monach and protect people and property. They DO NOT swear an oath to protect the government.
    They swear their oath raising their right hand, if they did the same in a court, they would receive two years for perjury.
