Exactly... To all the people saying use decals or 'you can buy a plugin' ... this literally seems like the easiest method. Once it's built the first time at least.

in your scene, there is now water on the wet road, also you are hiding refl and hloss and displ maps, scene which i have downloaded, there is just asphalt texture
