The issue of fiscal federalism has been in focus with southern states protesting against the Modi government. Economist R Ramakumar has found that the Union government has been keeping more money from the states by increasing cess & surcharge and not adding that to the reserve fund. In addition, they also owe states around Rs 5.6 lakh cr to the states as per the 14th and 15th Finance Commission reports.

In Telanagana many housing projects are majorly funded by Central Govt, but BRS ensures that this is never known to common citizens.

Academically, I always believe informed choice of the voters must depend on their knowledge of political economy of the country and governments from time to time. So, it should be part of a compulsory curriculum at secondary levels of schools, much like mathematics and language papers.
