It's a way of thinking in that a lot of people live to work, meaning they have to work long hours to afford all of the "et cetera" they have trying to "keep up with the Joneses" or because they're lead to believe they need all this "stuff." But when you work to live, meaning you earn money so you can have a happy life and afford the things you want that will fulfill you, not just because you think you need it, you own your life, you have your et cetera, your et cetera doesn't have you...does that make sense? I saw a documentary on minimalism once that seemed to explain the concept I think he's referring to in more detail, so maybe look into that for a clearer explanation. :)
