That is correct. I placed the swiveling wheels under than handle because the hand truck needs to be parked in a narrow space just wide enough for the platform in my garage. I should have mentioned that in the video.
I did but that wasn't it. They put that bar in the wrong holes when they put it together. So it was hitting metal on metal. My grand daughter took it apart and fixed it. Thanks anyway. @@OwenLucas
Definitely not for constant industrial or commercial use but if you need to move something around the garage or something on wheels, it gets the job done.

according to the instruction, the live wheels should be on the end where the handle is. You installed them backwards.

You have to push down on the horizontal steel bar. Use your foot.

I use the cart moving boxes of goodies from apt to truck & vice versa. Saves my back
