John Bolton | The U.S. vs the China-Russia entente

  • Speaking at the 2022 John Bonython Lecture, Ambassador Bolton addressed the U.S. vs the China-Russia entente, and what he views as the strategic errors of many American conservatives. It has been more than 75 years since the U.S. last faced an axis of strategic threats. Fortunately, that axis proved dysfunctional. America’s current strategic adversaries, Russia and China, are not an axis. They have formed an entente, which is growing stronger -- as China’s unambiguous support for Russia in the Ukraine crisis proves.
    Many American conservatives increasingly believe that U.S. global involvement should be reduced or redirected. Some Australians and others in the Asia-Pacific region hope that opposing China’s existential threat to the West requires reducing or even withdrawing U.S. support for allies in Europe and the Persian Gulf. But it is a strategic error.
    Critically, those who exclusively fear China ignore the Russia-China entente. The entente serves to project China’s power through Russia, as Beijing also projects power through North Korean and Iranian nuclear programs. Moreover, Beijing closely assesses Washington’s reactions to crises like the one in Ukraine to decide how to structure future provocations.
    Beijing is not a regional threat but a global one. Treating the rest of the world as a third-tier priority, a distraction, the U.S. plays directly into China’s hands. Pivoting to Asia wouldn’t strengthen America against China. It would have precisely the opposite effect and weaken the U.S. global posture. We need to see this big picture before the Russia-China entente grows up to be an axis.

    Bolton said the expectation that china would become a responsible power did not happen. But USA is a very poor example of a responsible power, aka Vietnam, Iraq, Syria, Libya, Afghanistan. Let’s hope china won’t be like the USA.
    Why would China want western democracy when the 1M1V western democracy is a popularity contests, beholden to lobbyists, not the wises but the selfish are elected, giving rise to wars, gun violence, crimes, climate change, no high speed rails, crumbling infrastructures, and have governments having about 40% approval or less. China’s government has 90% approval and this is according to many USA polling agencies, so it must be more democratic.
    Long term planning is paramount, something western democracies are unable to do, where planning is for winning the next election. And not the wisest leaders are chosen but the most popular, those who spend big on advertisements. BTW, Citizens have the most freedoms when their leaders are wise.
    Bolton said china is a threat to the west, but how? China is not interested to invade any country. Her only interest is to improve china. He also said china will not invade Taiwan , will wait for peaceful reunification. Now, this is how a responsible country would act. And why sell arms to Taiwan,if not to profit the war monger’s industrial complex?
    He said china forces Tech transfer and steal technology. But this is not an existential threat, just business, which the US companies would also do. And which country is more militarized, America or china. Get serious.

    Aren't sanctions and current dealings with Russia pushing and fast tracking the Russia-China 'entente'? Using western banking systems against countries is also moving countries to look at other more secure/other financial systems, and not relying on $US? The result of Ukr conflict and sanctions, climate change policies - esp around energy, is dramatically affecting many other countries. Did the west expect the consequences of their decisions? Companies and countries were too interested in cheap production, making profits even though they knew for ages the interllectual property was moving to China. We lost our manufacturing in Australia, our middle class dwindled and we really became a Banana Republic - courtesy of Keating.

      I agree with you that in a perfect world it shouldn't exist but I'm aware that I live in a country that is in the USA sphere of influence. That's the real world, quite unperfect, and the economic, military and political decisions in my country have been taken in Washington since the WW II. The rising number of american bases and soldiers is not exactly the dream of every one of us. Today more than 51% of our population asks to be respected the Constitution and not to sell weapons to Ucrain but to be a peace mediator. Unfortunately being in that sphere makes our govt acting just like the Master of this sphere orders and not like most of us want.
      Any thing we can say about Russia and China has to be considered in the same exact way for the USA.
      That's the world me and probably you would like to live in. But we don't.
      No one likes any missiles near his/her boundaries. Russia doesn't too and does the same thing Kennedy did in 1962.
      Then Russia took the missiles away.
      Today USA has no limits and insists enlarging their sphere of influence using any tool, permitted or not. Do you think it's right? I have no doubt - it's wrong! Exactly as wrong as it is for any other country - Russia Azerbaijan, Israel, China, Armenia, Japan...
      Any way the ex East block states are not sovereign countries de facto, since they just changed master and now they belong to a sphere of influence, just it's the American one.

    Australia did a terrible mistake when they joined AUKUS. They accepted to become a pawn of the Americans in Asia.
    First thing is, Europeans aren't native to Asia. Unlike the Latin American countries where the native population has been wiped off and people of European descent live now, native population of Asia is still alive. So, they will be territorial of their culture. What Australia should have done is to understand that they are now in Asia and cultivate Asian cultural strands into their society.
    The primary powers of Asia will be China and India. They always were and they always will be. Look at Indonesia. Right in between both of them. They look like East Asians but culturally they are a lot closer to the Indian culture. This unique mix made them a big power. Historically with Majapahit & Srivijaya Empires and even in the future as well. Indonesia is supposed to be the third biggest economy of Asia and good luck to them.
    If Australia appears to both these civilizational states that they exist only to stop them from getting to the top of the world(which both of them think they deserve it, since historically they were always the top 2 in economy and military), then it will be a terrible scenario for common Australians. They should not treat the land of Australia as an unsinkable aircraft carrier of the Europeans and Americans to be used against us. Imagine how Europeans would act if an Islamic nation is carved out in Western Europe that gives Al-Qaeda and Taliban fighters a save haven for their Jihadi missions. Try to assimilate into Asia and it would mean your future will be secure here. Do not become pawn of those very powers that want to contain us and stop our growth.

      How are we holding on? A country that has 300 million population is #1 in economy. China is 1.4 billion and trying desperately to overtake us. Now that we have the chip industry in full control and a new industrialization of electric energy, our position will skyrocket even more. For years china has stolen american tech and business ideas, strategies. Now the real fun begins. Can china develop at the same rate as the Untied States now that we have a stonger hold on technology/cyber security? Now that many businesses are fleeing china, the rich are fleeing china, their housing and climate problems? Their problems with finding strong allies?

      Plus China's GDP was $180 Billion in 1978. Today is more than. 100x bigger.
      Chinese peoples quality of life has improved 10x better.
      American incomes have stayed stagnant.
      In 1949 China's life expectancy was only 35 years of age
      Today China's life expectancy has just surpassed thr US' life expectancy.
      American life expectancy is lower than Cuba and infant mortality is higher THAN Cuba.
      70% of Americans don't have $2000 in cash saved for a rainy day.
      70% of all Chinese have $2000 cash saved for a rainy day.
      What has the American government done to the quality of life for the average American?
      They spent 3.4 Trillion in wars in Iraq and Afghanistan.
      The Chinese government has $3.2 Trillion in cash saved in their reserves.

    Is this guy the salesperson of American Hegemony and the expansion of the American Empire and the American Unipolar position. This is a lecture on why China has not fallen in line with American Imperial ambitions. China culturally is a different country. Remember since the collapse of the Soviet Union America has started over 100 wars spreading democracy murdering millions of civilians in the process. Russia 3 wars defending international law abiding treaties, China a couple of skirmishes with India. America is the most dangerous country in the world right now, it is still occupying over 8 countries as part of its wars.

    The classical role of government is to tax away economic rents and use it to lower the cost of production. This is done through subsidies for such things as public infrastructure, education, and health care, not raising the cost of living and therefore the cost of labor, as with monopolistic privatization.
    The problem with economics as it is understood in America, is that there is no distinction between wealth production and wealth extraction. Production of goods and services speaks for itself, but monopolies and the banks (FIRE, finance, insurance, and real estate) extract what is called economic rent. In the US, economic rent is counted as an addition to GDP, when in fact it is an extraction from GDP. The free market Adam Smith talked about is free FROM economic rent, not free FOR economic rent.
    This is Industrial Capitalism (China) as opposed to Financial Capitalism (USA), and it is what the conflict is really all about.
    American democracy is entirely theatrical with the majority having no more effect on the rentier oligarchy than the Chinese majority on the Communist Party of China.
    If the US was a democracy, we would have a decent minimum wage, public health care, free education, parental leave, and gun control, to name a few, all by the expressed will of the majority.
    By definition, an oligarchy is a form of government in which power is held by a small number of people. Republics are a type of democracy in which the people elect representatives to create and vote on legislation, rather than voting on that legislation themselves.
    We have institutionalized opposition at best, not representation at all.

      How do you believe that your economic argument supports gun control? We already have gun control. If you can't pass a background check you can't get a permit to carry a handgun in public. People with handgun permits rarely ever commit crimes. Gun control fanatics want to disarm responsible gun owners so that only the Government will have guns.     Bolton, you fail to ask: Are Chinese people are better off today than 50 years ago? Are Chinese people supporting their government today?
    Similarly ask the American the same questions. The last time China had a war was in the 70s with Vietnam. How many wars that the US has since WWII??? Which country posts more threats? How many foreign countries you had helped with the coups to overthrow their government???

      Yeah, plz study about Conrad-Hoetzendorff !! He was practically the hate-preacher back then.
      But as an antidote, I recommend Dr. Jose Rizal, he wrote his novels around 1890, understanding globalism and colonial technologies deeply.
      Rizal was killed for his intellectual influence against colonial systems. Read also "The Indolence..." which explains also how it comes that the Greeks get called "lazy". The Rizal students (his work is curriculum in his home country) have coined a notion of "social cancer", which means a split within societies, informal caste system, and it ends up with economic failure.
      Europe is in such a condition right now, the colonizers are internal and external as well, and they get away with it because they have "virtualized" themselves, like Agent Smith, everywhere and nowhere, using the algorithm to shift perception.

    Upon listening I thought it was a lightweight presentation. Sort of, 'nothing much to see here folks'. However, upon reading most of the comments, I realised it must be uncomfortably on point, otherwise they would not be so heavy on rancour and so low on evidence. Sort of, 'the lady dost protest too much'. It's that, rather than the presentation itself, that makes it so illuminating.

    The issue of China and Taiwan has nothing to do with the United States. Its an issue for the PRC and ROC to figure out. Its the equivalent of Tasmania wanting to separate from Australia.
