Looks like a window on the staircase . I think that’s a juvenile Robin and not Rufus .well done to your mum for the name ,my mate who’s a carpenter named his son Rufus ,after the character in wacky races “ Rufus rough cut” Enjoyed the walk and excellent video Have a good one

Those little hoops along the top? They have 2 uses. One as markers for when they do surveying on the cliffs to check for movement, and also apparently can be used as anchor points for ropes if the need arises (although Ive never seen that happen) Bonus fun fact - They are all exactly 22 steps apart !
