What Truman promised Japan in his address to the US on August 6, 1945, after the atomic bomb was dropped on Hiroshima, was a "RAIN of ruin from the air" (59:38). The Soviet declaration of war took away Japan's options for continuing the war and reaching a settlement. Operation Downfall was set to begin in November, whereas the first Soviet invasion of the homeland was to start within weeks of the two bombings.
