    For all the people who are sprouting venom for language issue, pls read the constitution. Article 348(1)(a) of the Constitution states that all proceedings in the Supreme Court and High Court, shall be in English.

      @@loveu5045 there is difference in speaking and reading. There are people in Hindi medium who have better reading and writing skills in English but they can't speak because of lack of practice. You guys are living in a parallel universe where you think everyone is getting to study in English medium schools.

IAS officers are Gov. officials who execute the policis and laws made by the Gov. An IAS officer can't give excuse of not speaking English properly.

      @@loveu5045 Lame excuse?? First of all English is an official language because of people like you. Our Constitution makers didn't want to keep it for so long. And officials execute policies and laws but since you don't know government itself is promoting Hindi and asking every office to do as much work as possible in Hindi. I work for Indian government and our officers can read and write English. Speaking a foreign language becomes difficult for those who haven't studied in English medium schools and when it comes to courts one has to express himself flawlessly and courts have translation department, why are they even getting salary?
      Anyways, many countries have just realised including Spain that work can be done in their own language in much better way. Sooner or later we will have policies for promoting local languages than British language. In CAG they have made compulsory for DAs to learn the state's language where the officer is posted. IAS/IPS generally learn local language because they have to interact with locals not British slaves on day to day life.

    This is the Main Problem in India.. Hindi speaking people are given jobs in Non-hindi speaking states. Neither can they help the local language nor understand local culture.. Most of them donot make any effort to understand or respect the local people & culture.

      What is your demand ? Hindi speaking people should get all India service like IAS /IPS in Hindi states, while these are All
      India Service and the politics is that to accommodate as much hindi speaking candidates as possible in all India service. Anyway, one point is correct,
      a translator/mediator is necessary, and here his lawyer is there to support him

    Our constitution clearly mentions that all proceedings of hc and sc shall be in English language. He is supposed to know this. There are so many languages in india English is the only solution.

      There can be a translator for that or even lawyer are there for that.

      Well i will say that him being an educated officer. He must have understood the constitution of India now constitution of india recognises both hindi and English as official language along with many others. Now this guy must have understood it and if he knew that his posting would be in such a case where his vernacular language is not used i would say hindi. And he is posted in bengal he is either supposed to know bengali or a common mode of communication being English. There's a reason why orders of the court are in English so maybe they can reach the common people. The problem is your argument is based on EGO and yes i do agree that a translator should be there but isn't he supposed to know this being a citizen who should be upholding the constitution? Not everyone knows what is constitution, but he does and he studied it to pass the exam thats it. What's the point of logical part of brain if you don't want to use it eh?

      An IAS officer always has his subordinate to assist him in such cases. Even here also he has the lawyer, but judge didn't allow his lawyer to put the case and wanted him to tell him everything that too in a language he is not comfortable with..

    The Counsel for the IAS officer has rightly said that he has lack of expressiveness which is not acceptable from an IAS officer. Being an IAS officer, he must have good communication skills. A bookworm can't run the administration efficiently. Hindi is important but english has become part and parcel of the official communication and one can't ignore this fact.

      When UPSC is conducting the examination in Hindi language, taking interview in Hindi language, giving training in Hindi language.
      How is the officer at fault here?? This judge didn't allow his lawyer to present his side and wanted the officer to speak everything. He could have said everything in Hindi but he was not comfortable in English.
      It is often possible that that the complainant and the judge don't speak the same language. And that's why there is a provision of legal counsel.

    For those who are against English. For us Northeastern people we do understand Hindi but have problem in Speaking Hindi . And if it we are to give our explanation in Hindi we people will never win a case nor say anything . And in this case Been an IAS officer he should be fluent in speaking as high rank officer he is not fit even if he have 200 IQ . How can he deal situation in places like northeast or south India.

      The demand of exam is that you have to go through a regroup process, multiple phases of exam, upsc conducts a paper of english in mains which is necessary to pass ,,, he cleared cse then obviously he passed the english paper as well. He was capable to match the expectations of upsc that's why he is a civil servant.
      And the matter of english in general administration is very limited ultimately a civil servant have the responsibility for the person who is last in row. And the person who is last in row certainly communicate in local language not in a European language ( english).

      Our original constitution was written in English.
      Region C states have English as official union language.

    How did such a person become IAS officer? He is not a ordinary Govt officer. An IAS officer needs to be proficient in both the official languages of India, both Hindi & English.

    Justice Medhi has done a very noble hearing . These days all court work , police work , Id ,it , or any responsible works are being done by officers who might have bribed their way through or come to their position with influence . The biggest reason for our country to be ruined .today the education is marginalised , even Military has bhakts . Judiciary is full of sub standard lawyers , sone obe has to demand a certain level of professionalism by the book . Thanks from us all who want to see India excel 🙏👍🏽

    Well, in the Northeast and South Indian only those IAS should be posted who could communicate in English... Otherwise, get a translator for the Hindi language. It would solve all difficulties related to language.

      @@KingsonKeshav you're correct. The judge was clearly arrogant. This is why we have so many pending cases, cause our judges too busy with trivial matters and wasting time on none issues. Our judiciary system also needs a major overhaul. There are lots of absurd laws and regulations in India which have no relevance in the modern day.

Those criticising the judge for not letting him speak in Hindi, imagine an IAS from South started speaking in his/her own native language in Northern courts.     It's not mandatory for a person to know English. Many aspirant clear UPSC by Hindi medium, people who come from rural Bihar, UP, etc finds it difficult to converse in English, it's not about lack of knowledge rather lack of expression. It's an expectation that he/she will gradually learn the english language as a mode of communication. The reason why HC/SC prefers English because it will help the person from any state to file a case in the place of residence. Hindi cannot be an langauge beacuse NE and South India doesn't recognize Hindi as state language, regional language is not a solution so we are left with English as lingua franca of the HC/SC.

    Judges and lawyers should learn the particular regional languages wherever they posted in the country to understand the nature of the issues comprehensively and give JUSTUCE. Huge expectation of having conversation and conducting the court procedure through english which every citizens are not comfortable (as it is not their first language) would lead to fail to deliver the justice. Our top priority should be giving the justice, not the language. #needreform

      They are specially trained to understand Hindi.
      And I am saying this because I know some officers very closely. In states likar MP, UP, Bihar, Rajasthan, all the administrative proceedings are done in Hindi language. And that Hindi becomes too hard at times even for them who generally speak and understand Hindi.

    This gentleman somehow managed to clear the IAS exam and interview, which is a very challenging feat. I suspect he may have taken the exam in his native language, likely Hindi, and attended the interview in Hindi as well. It's also possible he benefited from the quota system. Regardless, becoming an IAS officer requires meeting certain minimum standards, as it is an all-India service and not limited to Hindi-speaking states. Perhaps his interview was conducted in Hindi, which could explain how he successfully navigated the process.

    When the government can make changes or amend the constitution, Hindi written in Devanagari was declared as the official language of the union by the Indian constitution in 1950.
