A lot of people have been asking about forms that are extra final forms or special forms- FYI "Final Form" does NOT simply mean the strongest form or most recent form. In most cases, "Final Form" is simply the next form after "Super Form" or a combination of previous forms.
Instead of arguing about what forms are or aren't "Final Forms", just know that I'm gonna put those other forms ( extra & special forms ) in another video 💚

This list is everywhere. Some forms are ranked by look, others by strength, and others by story (I think?). Take Ark1 and gamedeus chronos. In Ark1, your main complaint was because it wasn't unique enough. Then a few placements later is gamedeus chronos, a literal repaint. I don't know if it's much stronger than ark1 or that the changes from base were better than ark1 as a whole but that really confused me. Then later, serval tiger was placed. I get you have biases, but that suit literally has the same problem you had with ark1, to the point where it's kinda hard to ignore that the majority of that suit is a repaint. I'd just like for the reasoning for each placement clearer because grading different forms by different metrics becomes extremely hard to see your thought possess for each placement.
Kinda funny how Kuuga Ultimate is the most sinister looking final form, even though the man behind it is an incredibly wholesome person, even at this point.

And that’s exactly why it’s one of my favorite final forms. It looks like the form of a monster, not a hero.
With the connection between Arcle and Grongi, it's just natural that the evolution of Kuuga made him closer to Grongi or N-Daguba-Zeba

In Japan they honor the actors to a high degree unless that actor pass away they refuse to replace them. Ouja suit actor is the same one from Ryuki. Ouja actor is old but fit to still move around as a suit actor.

All I have to say is for Kamen Rider Zero Two suit that's the point of it looking like the original Zero One suit because it version 2. He created it himself and the belt itself is not the Zero One Driver but the it's Zero two driver. But this point of view is if you focus on the story and not the design so yup.
I find Geiz Revive to be one of my favorite Secondary Rider Final forms.
My favorite is Tajador (yeah, I know people don’t count it) because it’s my favorite Kamen rider, and the form that was not only used in the last episode, but it has the most story weight to it, and I like that
it's not a matter of fans not coutning it. it's a matter of what toei says goes and toei says putotyra is the final form. does toei sometimes make dumb choices on what is and is not the final form? yes. but we still have to deal with it

As an artist and animator who has designed many characters I can say that I would not be able to make a list like this, because so many factors can go into determining the best final form of kamen rider... Starting from
1.Design(Shape and color)
2.Depth/Parallel to the story
3.Transformation Sequences
4.Power/Technique Creativity
5.Arc Debut(Writing, story, Reason behind the final form)
6.Music(Final form theme, Sfx and others)

I personally think that Ohma Zi-O fits all of those categories but he isn't exactly a "Final" form
Blade King Form for me, I also love that you can't just spam it like other final form because it turns you into Undead over time, it's high risk high reward

My best final form is definitely Ohma Z-io! It's the first final form to appear on the 1st episode! And yes, you did not include that but it was Sougo's actual final form.
What I love about Kuuga Ultimate is that it parallels Daguba and has the same ability as him, but with the reverse colors. It really encapsulates the very essence of Kamen rider where the villain's are one in the same, but Kamen rider uses it's power for the people instead

Beast being so high up is crazy to me. Base form is 10/10, the black and gold go so well together. But his hyper form is so unpleasant to look at. If they had kept it black and gold and took off the tassels on his forearms, that would be a top 10 form for sure

(with all due respect) i barely agreed with any thing on the list(Infinity style over Invicible Jeanne??) now it's probably because i am a huge fan of Saber(and probably the only one) so I don't really agree with Xross Saber being so low, but i do agree with Kuuga Ultimate having really high ranking

Sorry to disagree, Saber has so many good forms, and so many potentials for the final form to be good. Heck Saber's Dragonic Knight and Blades' Tategami Hyoujuu Senki is so damn sick. But to have the Saber final form that repaint base form, my goodness I was so disappointed.

I love Saber, Espada and Desast were among my favorite anti-heroes. But then again this one thing is just disappointing. And considering Final form is a "tradition" for heisei and the next era (I keep forgetting the name) riders, it's a shame Saber got a repaint treatment.
I haven't watched most of these shows but i had to take a lot to see where some of my favourite were placed and i was happy to see CycloneJokerExtreme and CrossZ Magma so high! Though a bit sad you put Build Genius kinda low, i understand the design is a bit too much but i still love the color contrast of the fullbootles with the white suit!

I just looked at lists of official final forms from sources like tv asahi, various producers, and credible KR archivists, and thats pretty much it lol

My favorite final form is definitely shining Agito. It’s something that contrasts so much with his base form that I can’t help but feel like it’s powerful.

I have to admit, even though there are forms that bend time to their will, allow the Rider to literally be invincible or a universal constant, and there are even quite a few Final Rider forms whose power can be described as "All of the above" because they can summon all previous Riders; there is just something about Kuuga Ultimate that made it the benchmark. The final form that all other final forms are compared to. It just scratches that itch that tells you "Final Boss" when you look at the final forms. No fear. No pain.

strength hes at best small-mid city tier
abilities he has nothing unique, Ground form is Pure Raw Power, Storm adds Lightning, Flame adds Fire, Trinity is all 3 at once, Burning is just Flame 2.0, now being like condensed Magma or Explosive, and Shining Form is Power of Light,
which is good and all but what he "does" with these forms are very little both in show, movies, and display, you also cant just say "hes a god killer" when said god he killed was already madly weak like a normal human being (HIkawa literally Punches him with ease unsuited, maybe in show its a great moment but in terms of powerscaling, it means Overlord of Darkness is piss weak, literally other villians like Daguva, Odin, Mishima, etc beat him stat and scale wise)
Complete 21 is so terrible, it doesn't even deserve to be on the list lol.
But, why no Geiz Majesty? It's more of his final form, than Revive, since it encompasses the entire secondary rider line, like Grand Zi-O does for mains with Zi-O, and he got it in a movie, that's not part of the alt time line with Ohma Form Zi-O. Should've counted, with some of the others on here.
The sources I looked at said Majesty was his extra final form so I'm gonna put it in another vid for extra and special forms - It's definitely way cooler than revive though lol - like by a mile
for me it's a tie between Den-O liner form and Build Genius. Den-O Liner because it showed ryotaro's growth (where before he would rely on the momotaros and the rest to fight for him but in liner form he has to fight as himself) and genius because I loved how much evolt was involved in sento's growth throughout the series
Fun fact, ichigo's form that we all know is actually the final form, his main form is actually his original form, and that is in the first 10 episodes.

All time favourite final form and my favourite main rider final form is kuuga’s ultimate form. First thing I like is how built up it was in the story. Like a lot other final forms feel like they come out of nowhere. But ultimate form was built up since the early 20s or something. I also really like how the main colour of is the opposite of N·Daguva colour. Really make you feel like they are rivals in a way. And it fight against N·Daguva is in my top 10 in kamen rider. It also reminded me of the Berserker Armor from berserk. And finally, I like how it gets combustion power. A devastating evolution of kuuga matter manipulation. Really making this form seem powerful and evolution to kuuga.
And 24 years later, it never be top.

thanks for making this. i liked it, but have a suggestion I feel would improve the video, if you're interested. in a list like this I much prefer you talking about the aesthetics of the suit than you just listing off facts about its power level. if i wanted to know how they got the upgrade I'd just troll the wiki, I'm here for your opinions. it feels like dead air when you don't have anything significant to say and fill the time with story context, which i feel is quite jarring because the suits you really like you do a very good job analyzing. if it didn't leave a strong enough impression on you, i think that's totally alright to tell the audience as well.
anyways, just one random viewer's food-for-thought. thanks again for posting, there's not nearly enough youtube coverage for toku content and you do good work.

How are final forms counted? Are movie forms counted or just what shows up in the show? Like you counted necrom's movie form but not specters sin form (which were both from the same movie)
tbh i just went with how they were referenced in official sources i could find but there isn't a ton of consistency and a lot of differences in what people categorize different forms. A lot of the final forms people ask about are considered "extra" final forms from what i've looked at, which people may agree or disagree with - all I can say is that I'll put those forms in another video lol

Build Genius is the best looking to me because I've always loved it and im a sucker for rainbow colors. Kiva Emperor is a close (like VERY close) second

The best final form for me are Ultimate Kuuga and Ark One, followed by Geats IX and Ohma Zioh. And how I wish Burning Agito and Ghost Grateful were final forms instead of supers.

Despite the arc not being the very good, every single time Keiwa Henshin'd to Bujin Sword made me squeal, it looked so cool and the even the jingle sounded so menacing.

Easily my favorite Kamen rider final forms multiple favorites they are 1. Zi-o-grandzi-o/ohm zi-o 2. decade-complete form21 3. diend-Kamen Rider Diend Complete Form 4. blades-Kamen Rider Blades Tategami Hyoujuusenki 5. saber-Kamen Rider Featuring Saber and 6. Ex-aid-muteki gamer
I disagree with alot here, but i cant deny the work it took to put this together. I personally think Ultimate Kuuga feels more like a first draft than anything else and both Geats IX, and Hyper Muteki blow pretty much any other ultimates forms out of the water. But, thats why its all subjective! So, all in all, great work with the vid.

I see some people don't like the circle in the belly of Geats IX. But for me, I'm completely fine with it. The circle doesn't make the suit look any worse and make a small reference to Kamen Rider Faiz.

When the list reached numbers 9, 8, and 7 I thought surely it can't be ALL golden forms at the top, right? And then number 6 is another golden form LMAO

You missed Zangetsu Kachidoki he appeared on the stageshow and the Gridon and Bravo special, Decade complete 21 from the Zi-O special and Buffa's Plosion Rage. Cross-z Muscle Galaxy, Vulcan Lone Wolf, Genm Muteki Grease Perfect and OOO Tajadol Eternity, Wizard Infinity Dragon, Fourze Fusion, Geats Oneness and Faiz Next. The list can get messy in just one video. I maybe would have done two parts final forms and extra final forms. Still great video.
There's too many, like you listed all of those and didn't mention Geiz majesty, any of the special final forms from the movies, Garren king form, or OOO Tajador eternity

I liked your list despite having disagreement with some of the ranking ( not the top one but lower half in general 😅) but there's some form chocie that I don't agree with for nitpicking reason since you also include some forms that had appeared outside the series , whether being canon or not and since I'm bored I ma list some of them .
•King Garren ( Because its more aligned with the rest of the remaining riders not gonna lie)
Phantom Evolt (If Lord Baron & Another ZI-O made into this list, I can't see why this form couldn't to be honest 🗿)
•Buffa Plosion Rage (The fact you state aren't completely true as his power only effective against Kamen Rider and this form treated as any other fever form if it fought against non-Rider opponents)
Ichigo Poweed Up (Kamen Rider 1 movie)
And Evil is not supposed to be on the list to be honest since all of his form is tied to Live heavily and since you lump Ultimate Revice together , I'm just left speechless 😶

I counted all officially recognized final forms according to various legitimate sources ( Like Toei themselves and various things that producers of the show have stated ). You can look at any of the various Wikis for official final forms as well as their respective sources. Some movie-only forms are considered final forms, while a lot are considered extra final forms or special forms.
Because build was my first genius will always have my one
Heisei phase 2 really got crazy with final forms where the ability is just "use all form change/gimmicks all at once"

Agreed with Kuuga Ultimate Form being #1. Just the fact that in its sinister, yet natural evolution of his base design, plus the fact that it has withstood 24 years against other riders makes it the definitive final form in the franchise.
P.S. seeing it all but the final episode of the show (with hints of it throughout the series) really gives you the idea of what a Final Form truly is all about and something we haven't seen since.

My all-time favorite is Blade's King Form and for the secondary Riders, Accel Trial Form.

I like Faiz's Blaster form. It's not a very complex suit and yet it looks different than his other forms. Two cannons on his shoulders are nice addition too.

What made Zero Two not have much different with Zero-One is because both Zero-One and Zero-Two are homage of Ichigo and Nigo, and as we know later Zero-Two used by Izu as Aruto or Zero-One's partner like Ichigo and Nigo, and Realizing Hopper is the "final form" of Zero One which break "last battle will be finished with basic form" pattern as Realizing Hopper is Rising Hopper with Zero-Two's spec. This homage escalated more on Outsider ep 5 with Zero-Three as V3 homage even have similiar color pattern.
2. Reason why Kabuto and Gattack's Hyper Form made the horn and breast-back plate bigger because it's mirroring how japanese rhinoceros and stag beetle become bigger and stronger

I think it is fair to say Putotyra is actually Eiji Ultimate Form but the Attribute Medal is shared with Dr Maki so 🥴
Ankh does get to use his own powers at MAXIMUM OVERDRIVE! Skipping right past the Turbo, thanks to the OOO Driver, which allows him to be a Rider based entirely on himself! Even Zyuoh Eagle was never a mightier Oozora no Ouja!

This has put a huge smile on my face. Agito is my favorite amongst all of the Heisei riders.
Not to nickpick, but final form as a definition means the last/strongest form, yet instead of geizmajesty, u choosed to put geizrevive. Is it an oversight on ur part that u didn't know about it?
It doesn't mean last or strongest form, officially speaking it's usually just the form after super form. Most of the forms people are mentioning are extra finals or specials.
The moment where Ohma Zi-O diffs six final villains in a single shot will stay in my memory forever.
Also when pronouncing the word dynamo you put emphasis on the first syllable just saying.

Zero-Two isn't just fast. It's literally Schrödinger's cat make into a final form, which is such a cool take on a main rider power that I think should be given a few points extra. GGtranslated from the official tv-asahi site: "Kamen Rider Zero-Two's dimensional quantum jump device. This allows the various possibilities predicted by Zero to unfold in the same world." The device in question was the red pentagon thing on his neck. What you see in his debut fight with ark zero wasn't super speed or teleporting. Zero Two basically jump from one calculation of ark to another until he find a winnable scenario.
Yeah, it look rather basic, so any criticism on that part is spot on. But to soften the blow, it's a tribute to Nigou, who basically look identical to Ichigou.

That first henshin genuinely made the hairs at my nape stand. When the transformation was done, i was like: oh yes, this guy is genuinely the strongest and scariest dude to bear a rider name.
PS. My favorite rider though is Decade. There's a fan made final form named Absolute Decade. If you see it, you will all agree it's what final form Tsukasa would have deserved (instead of complete 21)
PPS. My favorite form of all time though is not a final form: Zero-One Metal Cluster Hopper

After all this years Blade King form still look the best to me. Ryuki is close second cuz that Survive theme is FIRE 🔥🔥🔥

Unfortunately, i have some nitpicks:
I think you need to put Garren King instead of Jack(Even though the Wiki said that the official final form is Jack Form), since you put Ouja Survive on the list(Both of this forms are appeared on KR Outsiders)
As for Baron..... Lord Baron is never a Kamen Rider. Lord Baron is Overlord, the high rank monster form of Kumon Kaito. For the Rider itself, the Final Form should've been Baron Lemon Energy.
I truly want to put Genm's other forms instead of Lv 0 Dangerous Zombie... But we haven't know if Genm will have another form after Hyper Fumetsu or not(But i think i prefer Hyper Fumetsu. Why ? Because it appears in Outsiders, & there's Ouja Survive on the list too)
Thanks for watching! - TBH there are placements that i would have rather put other forms, but I pretty much followed what the wikis considered finals because they all are linked to official sources like producers and whatnot. I'm not really sure what Toei's method is for determining if a form is final or extra, etc., but it seems like a lot of the time Toei has extra final forms created for the post-series content that tend to just be way better looking than the final forms on the shows lol.
