Not really cause he probably doesn't fight people on his level so he doesn't really build up battle IQ. Thor has fought opponents stronger than him and relative to him.
This is tough because penny wise is an eldrich horror god as old as the universe so he has the ability to technically kill whoever he wants to. I think Thor has the raw power to kill him but not the knowledge to so I’d say penny wise wins high - extreme diff
