I figure a good strat against this would be to quickly build burrows near the towers, then double down on peons and a hero

so that's what he does if you let him keep building towers: he'll completely wall you in :P

So... the right strategy here is to attack directly to the main base, right? Focusing in the towers is wasting resources.
