ALWAYS even in USPSA or IDPA and even every kinda friendly matches, IF THE GUN HAS A SAFETY , regardless a pistol or rifle, SAFETY MUST BE ENGAGED PRIOR to the start signal. Its actually a DQ if you dont.... DA gun must be Decocked when holstered or low ready and have a double action pull first shot, and a SA must be cocked and safety engaged. Same as when your moving with a rifle from one area to another its a good practice.
