On lock screen, If you only get the tiny notification icons under the clock, and clicking the icon would show notification details (text message, etc), here is how to enable details by default: go to settings > lock screen you get two screen thumbnails, first says "lock screen", second says "widgets" click the "lock screen" thumb, it opens locked screen layout; under the clock click the notification icons change from "icon only" to "details". Now when you get a message, it should show message preview on screen, and not just a tiny icon under the clock. Stupid default setting in my opinion.
Some of my apps aren't showing up in the App Notifications section. I've tried restarting, reinstalling, and there are no available updates anywhere. Is there a fix for this?
i would rather just wait till samsung decides to send out an update rather than trying to fix it on our own cause chances are it might resolve itself after awhile lol. i got my ultra a few days ago so i know the feeling
found a method to resolve the issue , goto the app and clear data and then relogin to that app or whatnot and then samsung will ask you to allow or deny notifications , click allow and the problem should be resolved after a few mins but before doing so restart your device.
i have similair problems for a very long time i even got to a samsung store in belgium but they didn know what the problem was because i get my notifications when i just unlocked it and somethimes if it is locked and i dont understand it. because i get message like 7:40 as example and i unlock my phone on 8:00 and then he shows me the notification the moment i unlock it its like some kind of delay on showing my message or notification is there a solution for it ?

with my s23u the custom notifications ie tone per person are over ridden by the standard tone yes have all correct buttons etc all ticked i contacted whatsapp they suggested all the obv which i had ticked etc in the end they stopped answering my messages :( ive never has issues before
disable direct wi-fi. It's an issue related to wi-fi as main choice for communications. It's stupid that this is on by default. By default, it should be cellular, not wi-fi.

Notifications only show when connected to the wifi but not alwasy. Data saver is off and the apps are allowed to run in the background, and still no notifications.
