they do make a noise. when Tony visits peter at his aunt's place peter says his senses are dialed to 11 so he has those goggles on his old suit to help him focus. so Tony made him a suit with eyes that adjust.

it's because spiderman in the trailer was a last minute add in sense they just got permission to use him while spiderman in the movie had been edited and mastered, getting rid of trailer flaws.

Specially because the directors made an amazing job in all the build up at the first part of the movie.

te rye movement is indirectly explained when spidey says he gets too much input so te goggles helped him focus so that's why they close like a camera, in case he needs to focus
His eyes move to help him focus because his senses are too out of control and it made him have extremly spider like eyes so he needed that so he could see while fighting
I like the iron spider suit design in this animation even more then the origenal. Vision also looks cool and iron panthet Looks amazing
You hear the little gears in his eyes a few times during the fight, and he explains to Tony earlier that he needs the adjustable lenses because he hasn't completely honed his new senses since gaining his powers

everytime theres a close up on spiderman, you hear the sound of the shutters with the movement of his eyes. but at some points they don't do it because it might get annoying.

His eyes do move and have the sound, however you are right I think in that they were conveying emotion also. I noticed that when he wasn't fighting at all, his eyes would change size when he talked and was emphasizing, which is how I figured they would use the eyes anyway. He uses them in the fight too, or at least they change when he's jumping around and cracking jokes, but again, it seems to be more for expressing emotion than for actually focusing his senses.
