Isn't there a way to see who is buying prepaid cards at a high suspicious volume and also see who is cashing out these cards in the same way?
Not on all of these cards no and a company isn't going to try and follow a few hundred here and there... it's just not cost effective to try and pay to prosecute for something so small. They pay 10 times that in lawyer fees.
So these crimeys do hundreds of those, because they are betting on that fact... they try and hide their identity along the way best they can.
