Honestly I think kayo is really powerful, there is a reason so many pro teams have players pick him, the only thing I think holding him down is that he needs so much mechanical skill and team play because his kit needs to be combined with other util, he is kind of like a duelist, he can do it all, but without perfect team play and util usage from others, he is useless in ranks like gold and below.
yeah kay/o is good in the higher ranks but since over 60% of the playerbase is gold and under didn't make sense to rank him high

Harbor is really good ONLY if you have good teammates and are good with him. He is possibly one of if not the best smoke for any situation. He has great lurk potential and good area/info denial. Harbor requires a lot of skill and creativity to use effectively. I feel he could be in any teir like most of the agents depending on the player and team. Edit: (He is in need of a buff in my opinion but he has a high skill floor and cap so not many people are able to get good with him because hes so hard)
I agree he needs a buff but it needs to be small. Like smokes don’t slow allies and maybe his bubble smoke stays when the shield is broke

Noboby can play him. I only play unranked, and so, as of this moment, I haven't seen a single player that can use him well. I watch people play him and am just ignoring what is going on because it doesn't mater. The abilities such as area denial and map control are so much better than what he can bring to the table. AND you need need need team coordination. He just seems mid at best maybe lower if hes played like a duelest as many people try to play him like xD

I think the hottest take is putting Kayo in bottom tier. I'll pick him as an easy initiator fill, or just when I'm not feeling too much sauce, because I think it's overall pretty easy to utilize his kit to help the team out without needing to frag out.

Tbh, Iso is good because of his kit. He has a moving wall(or barrier) and a move that can literally take double dmg for enemies. I see alot of Iso users play too aggressively to their kit when it's not to be like that. The main purpose of his kit(on how i see it) is like a hybrid of a duelist and support. To give space for allies and at the same time helping your duelist get top frags by making enemies vulnerable. I agree with you that his kit is underpowered but for me it's powerful if you know what you do with your wall(or barrier) since you need to use it all the time to give space for allies
I think yoru is a good choice as you can use his tp for performing various plays like fake planting at b and tp at a and plant

As an immo EU initiator main, kayo can compete with other agents if you have a playbook. If you pick him as a flex, hes terrible. His flashes are wonky, the knife placement is lacking and people suck at timing his abilities properly.
For me he's the hardest agent to master

Astra is pretty simple and her abilities are cheapy. As a smoker she is very good in ranked when you need "just put ur smoke and forget about ur abilities"
