Smurfing is allowed by Riot but if a radiant player is playing on iron it means they either bought an account (wich is aggainst the game rules) or trolled (wich is also against the game rules), yet they do nothing about it If people played from the begining on their account this would be a minor problem, but they decide to start on iron instead
