Blitz0 has stated Loona is his daughter for several episodes now. He even flat out said he adopted her back in episode 3.
There were several health advisory signs saying that the water is 2% sewage and 98% straight up acid. That's why the guy was burning.
I had the same reaction to watching the guy start to burn from the water. It’s because what Stolas threw was LA water. If you watch again, you’ll notice signs warning that LA water is 2% sewage runoff and 98% just acid. 😄
Fun fact: at 17:00 blitz wasn’t lying at one scene you can see the girl doing coke in her dressing room and at 17:30 the reason he was burning from the water is cuz in the background of another scene it said “LA water is 98% acid and 2% sewage water”

This was a good episode especially the best moment when Loona and Octavia are getting along. Hope we see more of them together in future episodes.
Blitz got a chance to do a TV sitcom for a bit until he went off script when his ego got the best of him and he had a flashback and wanted to protect the pup from that cocaine girl actress. Stolas's first human kill at the studio. Octavia even got a human kill when she landed on the actor, the real Brandon Raygers by accident.

There’s a poster above the dumpster when they first travel to L.A and it says the water is 98% acid. That’s why the producer melted.

I'm gonna be honest and a bit personal I actually liked Octavia as a character and even though she does appear in other episodes in the series I actually like episodes where she has the spot light even more because I can relate to her with a few things one of them is that were the same age.
