does the elevation show obstruction above sea level or just sea-level height because the link planner is quite not accurate

The planner shows the elevation above the sea level. Based on your physical survey inspection you will put into account other factors the simulation didn't captured. However, what do you mean by the planner is not accurate let me have your view on this.
