Police can arrest you if they believe a crime takes place, but the DA makes the decision to charge people. After being arrested and put in jail, you must have an arraignment hearing within 48hrs. At that hearing, you find out what charges the DA is pressing against you and the court sets bail. While Judges have some discretion, there are minimums for bail. Its not unusual for premeditated murder to be 500k+. The DA probably dismissed charges, because the next hearing (preliminary hearing), the court decides if the felony case has enough evidence to go forward.
