Phasing or not, Barry was evidently much faster. The entire race felt like Wally was giving it his all while Barry wasn't even trying, and even so, he reached the wall first, it was all probably to flex his phasing ability and at the same time wanting Wally to learn the same.

In the comics Wally West is a few quadrillions of times faster than Barry. All the fastest feats from the flash are Wally's. For ex in this episode Barry phased through the matter in the building. In the comics Wally is the first one to do that, Barry never did. Wally also developed the Infinite mass Punch, he has limitless speed. Barry is slow in comparison if you compare their feats.

So its not really the body doing anything and more the connection to the speed force. The deeper the spiritual connection the faster they run. I can give it too you that technique may influence their speed but very slightly.

Well, there is something that you forgot, the tachyon device, the tachyon device quatruples the speed of Barry, and that's why Barry managed to reach mach 13,2, but Barry would be faster anyways since 13,2÷4 is 3,3, so he'd still be faster and he did go pity on him, but, if he didnt go pity, he wouldnt have obliterated him, he would just go a bit faster

Realize the fact that No one was able to beat the reverse flash’s speed until this episode because reverse flash was able to make a Marge that didn’t disappear, but Barry, kid flash, zoom or Savitar wasn’t able to. Then when Cisco says “no one has” was the moment that Barry got faster than deliver a reverse flash.
He was never faster. Thawne always stays the same speed as Barry because of the Negative Speed Force.

They keep going the same speed, and yet the bowling ball launched first stays ahead of the second bowling ball. No different with the Reverse Flash. In all fights against Barry, he always gets a head start when running. The only way Barry has been able to catch him before is if Thawne was caught off guard.
Thawne was going above Mach 2 and Barry went Mach 1.2 when he time traveled at the end, so not there are no going at the same speed

The reason why wally is faster in the comics is because he has a deeper conecction to the speed force. Lets not forget that barry was once stuck 25 years in the speed force so wally had more time to unlock his speed force abillities also barry generates speed force with every step he takes so he should be faster than wally.
