Their original album, that I have as the payment for being in the video, has another song on it that has the refrain in a very sad voice 'no dancing'. For a long time people thought the song was about safe sex as it was in the AIDS era. People only had to listen to the album and all was explained in the songs. The band used to play punk gigs and the venues had signs saying 'no dancing', ie pogo'ing. So in protest the band played venues that allowed dancing, so where it was safe to dance. And so the song was born. There you go, a memory from 1983
