So I think Tashigi wants to get the famous swords for the "good guys" so for her that would be the marines, and pirates and bounty hunters wouldn't always follow the laws so she doesn't want the famous swords to be theirs. I always took it as a "honor" type thing in her mind.

Not all swords hold the same power.
