Contact social service asap? cause she is their property. And yes, you can become her foster mom. But make sure she doesn't have any contagious disease that may effect your family, please! You don't want to compromise the safety of your family. Unfortunately, a lot of foster kids are very promiscuous, so make sure she doesn't try to do anything with your kids, remember safety first!!

She is an award of the state, so she has rights and resources. Call Social Services in California
Check with social services on becoming her foster mom. Or she will end up back in foster care. And she belongs to the State, so they will decide.
She already is a ward of the state. and if you take her out the country, somebody going to prison! 20 years!!
