And i already came up with an answer for this question.
1) The Sokyouku uses only enough power to execute rukia thats why ichigo manage to stop it. Had the Sokyouku made a second strike it likely would have readjusted its power to a level high enough to execute a Captain (according to aizen it has enough power to destroy the ss so there's no way it's gonna uses its full power).
2) my secong guess is, million Zanpakuto's are really just that weak.
