What scan tool do you recommend for an advanced diy'er for under $100 ish and under $300 ish?

For under $100 get a obd2 reader like a al329 or a application based unit that works for you phone. You might be better off getting a Otofix d1 lite or Xtool d7s when they are on sale.

Sept it it is not just android it is also iOS compatible also... just remember to enter phone settings scroll to garage pro in in the phone settings and click open/select , now turn on Bluetooth, exit , then make sure the phone’s Bluetooth on then exit phone settings, now you are ready to use carpm, this app is compatible with Carista obd2 adapter... but you do have to pay a subscription fee for full access to functions , which prices are set at £9,99 basic to over £149 -£245.. not sure of conversion in $’s or €’s
And it would seem that you can only purchase subscription through the app.. , I would suggest, you contact carpm.net first to find out weather this app can do what you need before spending your money 💰.👍🏽
