I don't know, I'm struggling with all humans because I bought two Spearheads, the Cities army box, 20 fusiliers, and the command corps a few months ago. This doesn't use most of my existing models:
130 Marshal and Relic envoy
340 10 Cavaliers
340 10 Cavaliers
180 Fusil major on ogre
170 Cavalier Marshal on horse
340 20 Fusiliers
340 20 Fusiliers
130 Cannon
1970 points, min/maxed into two drops. All the ranged guys and the marshal castle up in the middle and shoot anything that comes forward with extra range; the marshal can extend his order range with the envoy so he flex which unit of fusiliers gets Suppressing Fire. The horses obviously ride around looking to punch someone.

I’ve wracked my brain since Monday, and I just can’t make two drops work with Cities. We just need to resign ourselves to never picking who goes first.

2drops is possible if you take a fusil mayor with another hero

Don’t even try. You don’t need it. Unless you’re going for some specific alpha bunkering build, take all the drops. You only get one order per hero so go nuts.
Then drop units one at a time for maximum flexibility. I’ve played 5 regiments (with 5 cheap heroes) and loving it.
Mixed arms is so strong right now
