Not all Disney films are the same in every country, because of cultural differences or just because the joke simply doesn't work, the animators make changes to the animation in order to attend to these issues.
Often times the changes are subtle. But sometimes the changes are quite different and to a foreigner can seem as odd as seeing a red Buzz Lightyear!

Most of this was good. But why even mention the Toy Story 3 and Ratatouie text translations? Translation is just expected.
Also: thumbnail abuse.
To be fair, visual translation isn't as common as one would expect, or at least it wasn't until recently. A lot of movies just keep text in English and use subtitles to translate. Cartoon shows either have a voice-over translator, or try to have one of the characters reading out loud if possible.

But it's still more common in titles and logos than it is in stuff inside the show, such as signs, text in newspapers, etc.

zootopia is amazing, they literally change a character. thas incredible because probably its not a thing of "changing a skin" or "model" but re-work all the animations as well to match. this must have been some crazy work

The case Moana has quite different reason:
Disney change the name to "Vaiana" or "Oceania" in most Europe
Because name "Moana" is registered as a trademark in several European nations by Companies
to make matter worst "Vaiana" was trademark in Italy also.
And Disney not wanted to pay all those companies.
