You can note the specific french military salute and the legion of honor and others allied medals (i think i see soviet order of red banner and a british decoration).

The french and soviet were close enough during WW2 because De Gaulle don't really trust american (he didn't really like Eisenhower , he preferred Churchill). It's most probably general Ernest Petit, the french military attaché in Moscow.
And btw, it's him who created normandie niemene fighter regiment.
Fun fact : he was elected after the war on a list of french communist party ! Before he was paid to miltary reserve as a consequence of his politcal involvment.
