The military industrial complex is a lot older than people think. It's concept predates most modern countries, even the US. A good example would be during the age of exploration when Empire's would use privateers to "confiscate" goods and materials from merchant vessels to which a percentage was given to them and the rest would cover the cost of their services, basically a government license to get rich off of plundering and capturing ships regardless if they were civilian or not. Or the Italian city states using rival mercenaries to cut down the cost of fielding armies while enriching their economy with the spoils, only to have those same mercenaries inevitably hire out to the enemy and repeat the cycle in order to keep the war going. Even Sun Tzu briefly alludes to it in the Art of War when he claims prolonged conflicts should be avoided unless the Sovereign firmly knows how the state can financially benefit from drawn out periods of conflict. As the previous comment pointed out, the Roman Empire practically was the military industrial complex, considering they were at war most of the time with either themselves or another nation and always managed to profit from it.
