You have to first sketch it on a paper, then take a picture of it and then you can refine it on either photoshop or illustrator. Make sure each part is on saperate layer and you have to create curves in some of the joints(you can check out this character for that technique)

You can still connect them after creating controllers as I've done it too with the head layer in this video.
