Just because they didn't show the clones doesn't mean they weren't considered. They just didn't have time to show them.
Plus, creating clones splits his power between them, meaning each one isn't as powerful as the orginal. Even if there's more than Hiei, they still likely wouldn't be able to do much against him.

Everyone's in the comments trying to explain to you why Hiei won when the truth is... Hiei is just more GOATed than Sasuke of course he beat him! The whole fight should have just been Hiei cutting Sasuke into 20 pieces in less than a second.
But u gotta hear what they saying. Heui’s durability was so high that even if Sasuke made clones the couldn’t have killed Heui.

It makes sense though Sasuke has never fought on different planet like Hiei has
I could be wrong but Sasuke's shadow clones would end up splitting his power and his available output so it actually wouldnt have given him an advantage at all
When you make a clone you decide just how much chakra they take
They can take literally almost none
They will be much weaker than the original
But they have access to all abilities
But sasuke has a shit ton of chakra
He can match
Naruto and kurama's chakra
All by himself
No outside help
So giving his clones 10 percent of his chakra is pretty much a jonin lvl ninja

In another dimension and keep him there till he dies naturally
Unless hiei has the power to rip a whole across hyperspace
And come back to earth
But sasuke could as a last resort type of thing put hiei under Izanami and keep him trapped under it till he either accepts that he can never win against sasuke or forever
You might think hiei's third eye can deflect this
But you cant
It alters time space and Fate itself
The only way out is to truly change your will into one that whatever the caster desires

Chakra is a form of lifeforce
So anything with life force can be drained
You see , when you do clones you separate your chakra between them equally. If sasuke did that he would have lost even faster cuz hiei can actually say who the real sasuke is and since there would be many clones the real sasuke will be way weaker
Thats the Sad part about the Clones that people don't get and one other big thing Sasuke doesn't have as much chakra as Naruto Naruto does it all the time because of his chakra
Well, Sasuke never really uses Shadow Clones that much, that's Naruto's main thing, and he can create more than eight. I really don't watch Baruto, but it was used more as a demonstration.

Also hiei would be able to see thru the clones. And they never mentioned that hiei is hundreds of years old and has more fighting experience

Sasuke is able to create clones but it isn't in character for him to do it.
Just because someone CAN use a jutsu doenst mena tehy DO use it. Sasuke only used the clones like once. He's never used them outside of that because it takes up large amounts of chakra and only naruto who actually had enough chakra to use it, could summon vast amounts. Even 8 is a lot for that jutsu.
Sasuke's Explantion side: I'm on Shay's Side when it comes to Disrespecting Sasuke.
Itachi was a Wonderful Brother, he would of been a Wonderful Father, Sasuke was neither of those Roles and did poorly in both of them.

21:54 He can but the problem with Clone Jutsu or Shadow Clone Jutsu is the one you talking about is that he MUST give his Shadow Clone(s) Chakra from himself meaning Clones and Himself will have less Chakra which leads to have him being careful of which Jutsu to use as well for his Clone(s) to used as well, however Hiei fought 500 A Class Demons by himself so unless he did a Naruto and Shadow Clone at least 2k Clones against Hiei, it won't help Sasuke, just waste his chakra.
25:52 Every Ninja can do the Shadow Clone jutsu, it just Naruto fail the Ninja Academy 3 times because he couldn't do a Regular Clone Jutsu but also the same just because they can does not mean they use every Jutsu that they learned.

They make the assumption that hiei is roughly equal to Yusuke in stats as a major part of their logic and the number they give Yusuke and yomis explosion is only 8x yusukes explicitly stated power in the manga so it isn’t off by that much.

Just to be fer Sasuke never used clone jutsu that much, better said almost never it was never his style even in fight to death with Deidara or Itachi or Kages or Danzo he never used them, so there wasnt realy a reason for Sasuke to use clones and even if he does he´l lose anyway, Hiei is just completely different level, many times it was said any S-class demon has enough power to destroy entire planet and Sensui also confired that just 50% of his power would realy created world wide earthquake, similar power was never shown in Naruto or that garbage series Boruto so realy no, Sasuke had 0% change to win (maybe in 1 of 1000 batles yes but thats all)

I'll be honest, this fight and Superman vs Goku pissed me off. I've watched both Naruto and Yu Yu Hakusho (though admittedly I haven't watched the final arc), and I haven't seen anything from Hiei that can beat Sasuke. Dragon of the Darkness Flame is cool and all but, as badass as it would look, that thing would do no good against Planetary Devastation. Again, I haven't seen the final arc of Yu Yu Hakusho so I could be wrong but I think Sasuke deserves the win
