We've been there it was nice, we stayed at Santiago Bay for 3 nights and it's worth it because the beach is right into our beach view room. If wanna see, visit us too. Video with 3 years anniversary together! thanks

The government doesn't sell the oceanfront but they can lease it (through DENR) to private companies who wish to build a resort.

This beach is free. You will only pay if you use their cottages/huts in the beach.
