To be fair, we've had commercials for harmful substances and stuff like Drunk Driving for years in Canada. So long as they're well informed and not misleading they really do help because they keep everyone conscious about it and keep the issue alive.

The difference with drugs is that there are street corner dealers who make perfect scapegoats. And certainly they're a problem (though the death penalty is a bit excessive.. I guess we'll see if the country is ready to return to 1837.. maybe we should get lynching parties going again as well.. MAG?A!) But they're not the biggest problem, and the biggest problem is unlikely to get addressed in any meaningful manner as long as politicians are for sale.

The death penalty could work, it doesn't have to be like duterte that extreme and unplanned. Look at Singapore it works if done properly, through the court system. Not only you have to take care of the illegal dealers, you need to regulate doctors in prescribing less opioid pain killers to new patients. Lots of countries do not prescribe those painkillers unless it is really necessary.

Trump has been skimming through economist magazines. The death penalty is a socially unacceptable answer, but its pretty good incentive to not mess with drugs (This is not my opinion, just a fact).
