Previous year me mere se agar Rs 10000 tds deduct hota he or current assessment year me hame o refund milta he to "e ka hamare liye income hoga or isko ka hame itr file karte samay dikhana parega jabki peh jab government ne hamate se total turnover ke thehet tax calculate karke tax collect karkiyatha jaha par is tds deducting amount bhi include tha."

I am confused that cc account have negative balance then we calculate available balance
Available balance means total limit less current loan (negative) balance. E.g. You start your CC account with zero balance and limit is Rs. 10.00 lakhs. You issue a cheque for Rs. 1.00. Now your current balance is minus 1.00 lakh and available balance is Rs.9.00 lakhs.

Interest rate is controlled by RBI. Bank can modify it to some extent. Interest rate may be changed by bank any number of times during the year as per RBI guidelines.

Visit your bank and request them to convert your cash credit into working capital term loan. Then you can pay EMI
